KEO was appointed as the Program and Construction Manager for Education City in 2001. Education City is an initiative of the Qatar Foundation for Education, Science and Community Development - a private, chartered and nonprofit organization in the State of Qatar. Located on the outskirts of Doha, Education City covers over 14 square kilometers and houses educational facilities from the world's leading universities. The project includes over 3.1 million square meters of built up area, 15 branch colleges of world renowned Universities and the largest exhibition & convention center in the Middle East.

As Program Manager for the first 12 years of the development, KEO provided professional expertise in land use development, design management, cost and schedule management, quality control and full service construction management and supervision. KEO was the infrastructure and landscape consultant for both Phase 1 of construction and for Phase 1 of the Science and Technology Park.

In addition to these, the site accommodates a major specialized teaching hospital, research and development centers, a central library, a student center and the new headquarters of the Qatar Foundation. This very extensive and complex project also includes provision for community centers for learning and health, an Olympic scale equestrian academy, stables with veterinary care facilities, an 18 hole golf club, commercial and hotel development, as well as a science and technology park. Education City involves the following major land uses: the university and its expansion, the academic area and its enlargement, university housing for the whole development, community facilities (educational, religious, cultural, health, recreational), a sports complex of international standard and a major equestrian center. A variety of support uses associated with Education City will be provided, including research, development and health facilities, business office complexes, communication services in addition to commercial, entertainment and leisure centers.
